Help your teen become a successful driver and secure a Minnesota driver’s license:

  1. Schedule the classroom portion of instruction (30 hours of in-class) to obtain blue card. (Action Driving School does not offer classroom instruction.)

  2. Schedule a written (knowledge) test at a state exam office to obtain a learner’s permit.

  3. PRACTICE! Document practice hours on the Supervised Driving Log. Your teen needs to drive with you for 50 hours (15 of them being night-time hours). The RoadReady app can assist you in tracking practice hours.  

  4. Register with Action Driving School for the six hours of professional Behind-the-Wheel instruction to obtain white card.

  • MN Driver License Fees:

    Provisional License Fee: $17.25

    Regular Class D License Fee: $26.25

  • Passenger Limitation:

    For the first six months of licensure: Only one passenger under the age of 20 is permitted, unless accompanied by a parent or guardian.

    For the second six months of licensure: No more than three passengers under the age of 20 are permitted, unless accompanied by a parent or guardian.

    Exemption: Passengers under age 20 who are members of the driver’s immediate family are permitted.

    Nighttime Driving Limitation:

    For the first six months of licensure: Driving is prohibited midnight – 5:00 a.m. The nighttime limitation is lifted after the first six months of licensure.

    Exemption: Driving when accompanied by a licensed driver age 25 or older; driving between home and a place of employment; driving to and from home and a school event for which the school has not provided transportation; driving for employment purposes.

  • The Minnesota Driver's Manual provides a summary of state laws, rules, and techniques to follow in order to drive safely and legally in Minnesota. State laws and rules change periodically, so each year's manual contains new information.

  • Effective January 1, 2015, every driver under the age of 18 who completes behind the wheel instruction and is testing for a provisional driver’s license must submit a driving log. The driving log must be presented at the time of the road test and submitted with the application for the provisional license.
